Vietnam Maritime Corporation (VIMC) Leadership Visits Port of Hai Phong: Determined Restructuring to Strive for Breakthrough Growth

On August 2, 2025, a working delegation from Vietnam Maritime Corporation (VIMC), led by General Director Mr. Le Anh Son, held a meeting with the Port of Hai Phong to review the business performance of the first half of the year and to set out key strategic directions for the remaining months of 2025.

Reporting at the meeting, Mr. Nguyen Tuong Anh – General Director of the Port of Hai Phong – stated that despite market fluctuations and numerous challenges, the Port has proactively implemented a range of coordinated solutions to maintain stable business operations and achieved positive results. The Port’s consolidated cargo throughput reached 19.11 million tons, with revenue totaling VND 1,424 billion (up 8.2%) and pre-tax profit reaching VND 551 billion (up 11%). Both indicators exceeded the same period last year as well as the planned targets. Notably, the parent company recorded impressive growth across all three key indicators: throughput increased by 5.2%, revenue surged by 37%, and profit rose by 65.2% compared to the same period in 2024. Container throughput alone reached 661,907 TEUs, up 2.4% year-on-year. The average monthly income per employee reached VND 22 million, marking a 12% increase compared to the same period in 2024.

However, alongside the positive results, the report also frankly pointed out several existing issues, such as cargo volume and market share falling short of expectations, as well as cost-reduction efforts not yet meeting the set targets.

In the first six months of 2025, the volume of automobiles handled via RoRo vessels at the Port of Hai Phong reached 38,000 units

After hearing the report, members of the delegation, representatives from the Port of Hai Phong, and affiliated units with capital contributions from the Port engaged in in-depth discussions to analyze the issues, assess the shortcomings, and directly address core causes such as market development, customer relations, cost control, and competitiveness with neighboring ports. There was a shared consensus on the need for a comprehensive and vigorous reform solution to tackle root problems and create momentum for long-term breakthrough development.

VIMC General Director Le Anh Son delivered a directive speech

Delivering his directive speech at the working session, VIMC General Director Le Anh Son acknowledged and highly appreciated the efforts of the entire staff and workforce of the Port of Hai Phong. However, he also requested the Port’s leadership to conduct an in-depth analysis of existing issues in order to propose concrete, feasible solutions with a clear implementation roadmap. The VIMC General Director emphasized that reform and restructuring must be carried out decisively, with a focus on delivering substantive efficiency, enhancing operational productivity, avoiding overlap among units/departments, reducing costs, and maximizing profits.

In particular, Mr. Le Anh Son requested that the causes of the decline in cargo volume be clearly clarified, along with a specific plan to regain strategic customers. He also proposed that the Port of Hai Phong take the initiative in benchmarking its performance against other ports in the region and develop appropriate improvement solutions.

In response to the directives of VIMC General Director, Mr. Pham Hong Minh – Chairman of the Board of Directors of the Port of Hai Phong – affirmed the company’s strong commitment to implementing a set of comprehensive solutions aimed at improving performance indicators in the second half of 2025. Key focus areas include:
- Promptly stabilizing the organizational structure of Hoang Dieu Chua Ve Terminal One-Member Limited Liability Company. At the same time, developing a plan to reorganize Tan Vu Terminal under a centralized model, and adjusting the functions and responsibilities of the Hai Phong Port Office accordingly.
- Accelerating the dredging progress of the Dinh Vu – Tan Vu maritime channel to reach a depth of -8.5 meters, and completing the upgrade of the berthing capacity at Berths 3 and 4 of Lach Huyen to accommodate vessels up to 165,000 DWT.
- Intensifying market development and customer care efforts, while actively seeking and developing new cargo sources and customers.
- Strictly controlling costs, aggressively handling outstanding debts, and remaining committed to achieving the established cost-reduction targets.
- Promoting collaboration among units within the Hai Phong Port system and enterprises within the VIMC ecosystem to coordinate cargo flows and share resources efficiently.
- Optimizing the operation of existing IT systems and conducting research to move toward replacing the core software to enhance operational efficiency and unify the customer experience.

With a spirit of openness and constructive dialogue, the meeting demonstrated a high level of consensus in directing and coordinating efforts to achieve strategic objectives. VIMC affirmed its commitment to accompanying and supporting the Port of Hai Phong in successfully implementing a comprehensive restructuring process, thereby reinforcing its role as the leading seaport hub in Northern Vietnam. The Port of Hai Phong also set its sights on fulfilling the 2025 performance targets, while maintaining political security, public order and safety, and ensuring stable employment and income for its employees.
