THE PORT OF HAI PHONG IMPLEMENTS COMPREHENSIVE MEASURES IN RESPONSE TO TYPHOON WIPHA (STORM NO. 3)

According to forecasts, Typhoon Wipha (Storm No. 3) is a very strong storm, moving rapidly with a wide and dangerous range and intensity of impact. In response to the complex developments of the storm, the Port of Hai Phong promptly activated its storm prevention system and implemented multiple coordinated measures to ensure the safety of people, cargo, infrastructure, and equipment across all terminals within the port system.

Proactive in leadership and coordination efforts

On July 19, 2025, the Port of Hai Phong issued Notice No. 3166/TB-PCTT regarding response measures to Typhoon Wipha. Accordingly, the Company’s Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) acts as the central coordinating body, continuously updating weather information from the National Hydrometeorological Forecasting Center and promptly directing each unit.

The communication system was fully activated and maintained seamlessly through multiple channels: official documents, telephone, and information technology systems. Hotline numbers of company leaders and heads of specialized departments were widely published to ensure swift and effective coordination in all emergency situations.

The leadership of the Port of Hai Phong has instructed all affiliated units to strictly implement storm response duties, with a focus on key tasks including: enhancing monitoring of the storm’s developments; proactively deploying flood prevention measures; inspecting the condition of infrastructure, cargo, and warehouses; securing equipment and relocating non-operational machinery to safe areas; reinforcing infrastructure and preparing for incident response to ensure stable operation of power systems, vehicles, and equipment; and assigning personnel for 24/7 standby to promptly handle any arising emergencies.

Through on-site inspections at various units, storm prevention efforts were found to be carried out swiftly and urgently prior to the typhoon’s landfall. Equipment and vehicles were securely anchored and tied down. In the yard areas, units proactively rearranged and lowered the height of container stacks to ensure the safety of both cargo and personnel, while being fully prepared with response plans to mitigate the impacts of Typhoon No. 3.

Temporary suspension of operations

To ensure the safety of people, vehicles, and cargo amid the complex developments of Typhoon Wipha, the Port of Hai Phong has announced the temporary suspension of cargo handling operations at Tan Vu Terminal from 12:00 PM on July 21. At Hoang Dieu – Chua Ve Terminal, berth operations were suspended from 12:00 PM and yard services were halted from 3:00 PM the same day. Meanwhile, TIL International Terminal of the Port of Hai Phong (HTIT) suspended operations starting from 6:00 AM on the same day.

With the spirit of “proactiveness – urgency – determination,” the Port of Hai Phong is actively implementing storm prevention measures to minimize potential damage caused by Typhoon Wipha and to restore port operations to normal as soon as possible after the storm.
