Aspiration for developmentFrom 2000s, in order to realize target of moving to big sea, Hai Phong Port started investment process from Chua Ve to Dinh Vu Ports. In new trend, the Port could not hang about old wharves and bulk cargo, the port had to integrate to the world when the cargo are being contained in containers, which is becoming a decisive method of transport. On the beginning date of building Dinh Vu, Hai Phong Port got many difficulties, especially in transport infrastructure. After finish construction of the wharf, the Port implemented capitalization and established Dinh Vu Port Joint Stock Company with 51% of share held. Besides, Tan Vu Branch (previously called Tan Cang) was also formed. With trend of maritime transport, Tan Vu has become a exclusive branches in terms of containers cargo, then enlarge and diversified in order to become the port receiving RoRo dedicated ships containing automobiles, which are the most modern ones in the world.

However, Dinh Vu Port is just the beginning. In meeting with press, contacts or conferences with customers, Board of Management of Hai Phong Port always express aspiration about moving to big sea, to Lach Huyen. General Director of Hai Phong Port, Mr. Nguyen Hung Viet shared: moving to big sea is not only our target, but also aspiration of Hai Phong Port. Only by moving to big city could we satisfy to innovation process and development of enterprise.
At commencement of project of investment in constructing Hai Phong International Gateway Port in Lach Huyen, Hai Phong Port realized necessity of further investment in facility other than Lach Huyen with big wharf and deep flow, which may reduce pressure for Hoang Dieu, Chua Ve, Tan Vu areas, even for Ha Long, Lach Huyen transit areas, etc. According to Mr. Nguyen Hung Viet, investment in Lach Huyen is considered in strategy for production and business of the port; thus, the port has to prepare necessary conditions in order to execute this project if being permitted. When working with managers of city, Ministry of Transports, Hai Phong Port always raises suggestion and expresses expectation about investment in Hai Phong International Gateway Port, including dock and logistics service area. Investment in Lach Huyen not only helps Port to expand and develop production and business, but also creates conditions for city to enlarge urban area with modern and civilized orientation, ensures consonance between economic development and environmental protection

Open opportunityOn January 6th, 2016, the city officially launched project of investment in constructing Hoang Van Thu Bridge connecting two banks of Cam River, from Ngo Quyen District to Thuy Nguyen District. This is the beginning step for building technological infrastructure of North Cam River Urban area for purpose of enlarging Hai Phong Urban area in the near future. In urban area, Hoang Dieu Port will be moved in order to satisfy development of the city. Thus, moving to big sea is an inevitable process of Hai Phong Port. At program of receiving cargo code at the beginning of 2017, Board of Management of Hai Phong Port emphasized that the company is implementing legal preparatory steps in order to start the enlarged project, develop the port to Lach Huyen area for purpose of keeping market and serving to activity of moving Hoang Dieu Port, satisfying general planning of the city, enhancing competition ability, affirming the leading position of Hai Phong Port in maritime port system of Northern area.
In process of moving to big sea, Hai Phong Port continuously invests and modernizes the nearest marine port, because it will be the most effective port. This can be proved through Tan Vu Port – the nearest port to sea in present of Hai Phong Port – and the leading port of the country. In present, Tan Vu is one of the first ports of Vietnam being operated with DGPS positioning system for purpose of managing positions of containers on the yard. By the fourth quarter of 2017, Tan Vu Branch is expected to be added with further 2 QC with ability of arranging and loading for ships with big weight.
Incoming time, Hai Phogn Port will invest in two wharves in Lach Huyen with depth of ship flow to -14m, which brings evident opportunity of receiving big ships. Then, Hai Phong Port will decrease transfer areas, quickly release cargo, reduce cargo charges for owners, as well as speed up modern and professional process, integrate to region and the world.
According to announcement of Governmental office, Prime Minister approved policy of assigning Vinalines (through Hai Phong Port Joint Stock Company) to directly invest in two wharves and logistic service area in Hai Phong International Gateway Port in Lach Huyen. Therefore, Hai Phong Port has big opportunity in order to modernize marine port activities in Hai Phong area with central role of Hai Phong Port.
