On September 18, 2025, in Hai Phong City, the 10th Congress of the Vietnam Seaports Association (VPA) was solemnly held with the participation of more than 500 delegates from 76 member organizations, partner associations, state management agencies in Hai Phong, partner enterprises, and the nationwide maritime community. The Port of Hai Phong Joint Stock Company served as the host of the event.
This event marks the more than 30-year development journey of the VPA while shaping the vision and solutions to enhance the international competitiveness of Vietnam’s seaport sector in the context of deep integration.

Attending and directing the Congress were Mr. Le Anh Quan – Member of the Standing Committee of the Hai Phong City Party Committee, Permanent Vice Chairman of the Hai Phong People’s Committee; Mr. Le Do Muoi – Director General of the Vietnam Maritime and Inland Waterways Administration; Ms. Thang Thi Hanh – Director General of the Department of Non-Governmental Organizations, Ministry of Home Affairs; Mr. Nguyen Dinh Chung – Member of the Board of Directors of Vietnam National Shipping Lines, along with representatives of local authorities and agencies in Hai Phong City.

In his opening remarks, Mr. Nguyen Tuong Anh – General Director of the Port of Hai Phong, Vice President of the VPA, and Head of the Organizing Committee – affirmed that hosting the 10th Congress was a great honor for the Port of Hai Phong. He emphasized that the Congress was not only an occasion to reflect on the past journey but also an opportunity to reaffirm the role and position of Vietnam’s seaport system in the context of deep integration. The VPA serves as a bridge between the Government and enterprises, supporting information sharing, fostering regional linkages, and promoting multimodal connectivity. At the same time, he stressed that the Port of Hai Phong, as the largest port in the Northern region, will remain steadfast in its development strategy focusing on infrastructure expansion, digital transformation, moving toward the model of a “green port – smart port,” advancing modern logistics services, and integrating business growth with social responsibility and sustainable development.

In the past term, the VPA contributed to national economic growth, with GDP maintained at 7–8% per year. Alongside the effective implementation of the seaport system development master plan, focusing on deep-water container ports such as Cai Mep – Thi Vai and Lach Huyen. The number of members increased by 14%, cargo throughput rose by 19%, and container volume surged by 31% compared to the beginning of the term.
Deep-water ports have continued to affirm their leading role, with Lach Huyen accounting for 6.6% of the market share and achieving 43% growth, while Ba Ria – Vung Tau maintained a 27% market share with 47% growth. Internationally, Vietnam was highly ranked in Lloyd’s List of global ports, with Ho Chi Minh City, Hai Phong, and Cai Mep ports placed 23rd, 31st, and 32nd worldwide in 2023, respectively.
The Association has also made its mark in attracting major container shipping lines and expanding the network of direct service routes to global markets. In addition, the VPA has actively participated in international activities within the framework of the ASEAN Ports Association (APA). Beyond focusing on economic development, the Association has taken the lead in “green port” initiatives, integrating sustainable development with social responsibility and environmental protection.
At the Congress, representatives of member units presented thematic reports, offering strategic perspectives ranging from the development of international transshipment ports and synchronized infrastructure to solutions for enhancing the competitive advantages of Vietnam’s seaports in the region.

In his directive speech at the Congress, Mr. Le Do Muoi – Director General of the Vietnam Maritime and Inland Waterways Administration – acknowledged the remarkable achievements of Vietnam’s seaport system over the past decade, from infrastructure development with 34 port areas and an average annual throughput growth of 8–9%, to affirming its position among the world’s top 10 countries in container throughput.
According to Mr. Le Do Muoi, Director General of the Vietnam Maritime and Inland Waterways Administration, in order to overcome challenges and turn opportunities into drivers of growth, the Vietnam Seaports Association and its members need to actively participate in the process of formulating and revising legislation to ensure consistency, feasibility, and alignment with practical development.
He requested the Association to take the initiative in implementing seaport planning. Enterprises should closely follow the seaport master plan, focus their investments in the right areas, and develop integrated logistics service chains; propose policies to develop inland container depots and hinterland logistics centers, while at the same time accelerating digital transformation toward building “green and smart seaports.”
In recognition of its significant contributions to national economic development, the Vietnam Seaports Association was honored to receive the Certificate of Merit from the Ministry of Home Affairs
The Congress also acknowledged and expressed gratitude for the contributions of its members and sponsors, while welcoming a new member – Hai Phong International Container Terminal TIL (HTIT). Social responsibility efforts continued to be upheld as the VPA, together with Stinis Singapore, donated VND 200 million to support social welfare activities in Hai Phong.
The Congress elected the Executive Committee and Supervisory Board for the 10th term. Mr. Huynh Van Cuong – Chairman of the Board of Directors of Saigon Port – was elected President of the Association. Mr. Nguyen Tuong Anh – General Director of the Port of Hai Phong, Mr. Nguyen Manh Ha – General Director of Can Tho Port, Mr. Bui Van Quy – Deputy General Director of Saigon Newport Corporation, and Mr. Tran Le Tuan – General Director of Da Nang Port were elected Vice Presidents of the Association. Mr. Nguyen Xuan Ky – from the management board of CMIT – was elected Secretary General of the Association.

Within the three-day program (September 17–19), alongside the main agenda, the Congress also featured a series of friendly sports activities, including golf and pickleball competitions, contributing to strengthening connections within the member community; along with a visit to Hai Phong International Container Terminal TIL (HTIT), thereby showcasing its modern operational infrastructure and the development potential of deep-water ports in Hai Phong.

As the host, the Port of Hai Phong organized a networking party to celebrate the success of the Congress, providing a space for exchange and strengthening bonds among the Association’s member units
The 10th VPA Congress concluded in a spirit of solidarity, innovation, and responsibility. The decisions and orientations adopted at the Congress serve as a foundation for Vietnam’s seaport system to advance even further amid globalization and increasingly fierce international competition.
As a bridge between enterprises and the Government, the Vietnam Seaports Association (VPA) will continue to play a pivotal role in contributing to the realization of the goal of making Vietnam a strong maritime nation, prospering from the sea, in line with the spirit of the 8th Plenum of the 12th Central Committee.
