Port of Hai Phong and the Customs Department of Region III sign a Coordination Regulation - Promoting import-export economy in the Northern region

On October 28, at the headquarters of Port of Hai Phong Joint Stock Company (8A Tran Phu, Ngo Quyen, Hai Phong), a signing ceremony for the Joint Operation MoU between the Customs Department of Region III and Port of Hai Phong Joint Stock Company took place. This event marks an important milestone in the cooperative relationship between the two units, aiming towards a common goal of enhancing the effectiveness of state management in customs, while also maximizing convenience for the production and business activities of Port of Hai Phong and promoting import and export activities in the northern region.



The Joint Operation MoU is built on the basis of the regulation signed between the two units in 2021 and is updated based on the latest legal provisions along with the actual operational situation. The regulation focuses on enhancing the sharing and connection of electronic data, coordinating the monitoring and inspection of goods quickly and transparently, thereby helping businesses minimize the time and costs of procedures. In particular, the regulation emphasizes the orientation towards the development of science, technology, innovation, and digital transformation, aiming to build a “Smart Port” and a “Modern Digital Customs” system in line with the directions of the Government and Hai Phong City.

In recent times, the coordination between Port of Hai Phong and the Customs Department of Region III has achieved many outstanding results, contributing to enhancing the effectiveness of state management in customs, ensuring maritime safety and security while facilitating port operations and import-export activities; contributing to improving the business environment and supporting enterprises, and enhancing the competitiveness of Hai Phong City.

Both sides are promoting the application of information technology, aiming towards the "smart port" model, implementing modern monitoring methods such as online connected camera systems, thereby enhancing management efficiency and operations. The reform of administrative procedures and the reduction of customs clearance time continue to be carried out in a synchronized manner by the Customs Department of Region III. The units coordinate closely in the statistics, classification, and handling of inventory goods, while also exchanging information to effectively prevent smuggling and trade fraud. In particular, Port of Hai Phong has supported the arrangement of a working office for Customs at Tan Vu Terminal.

In the context of the regional and global economy experiencing positive changes, along with the orientation to develop Hai Phong into a major port service and logistics center in Asia, the coordination between Customs and the Port has become increasingly important. The coordination regulations not only contribute to enhancing the effectiveness of state management but also promote the production and business activities of  Port of Hai Phong, maintaining its role as the leading driver of the city's maritime economic development.

Port of Hai Phong – with more than 150 years of history of formation and development, has affirmed its position as an important maritime gateway, a leading logistics and international trade center in Northern Vietnam. The Customs Department of Reagion III (formerly the Customs Department of Hai Phong City), with a glorious 80-year tradition, has always been a core force in customs management, pioneering in administrative procedure reform and modernization, contributing to ensuring national economic security.

Representatives of the two units expressed confidence that, with a proud tradition, a spirit of cooperation, and continuous innovation and creativity, the coordination regulations will be effectively implemented, contributing to making Hai Phong a modern and strong international logistics and seaport center in the region.
