This conclusion was made by Deputy Minister of Construction Pham Minh Ha - Permanent Vice Chairman of the State Council on 26th March 2025 regarding inspection activity for the investment project 'Terminals No. 3 & 4' at Hai Phong International Gateway Port, located in Lach Huyen Port Area, Hai Phong City.

Readiness for Operation
Based on quality management documents, inspection results, and reports from stakeholders (investors, design consultants, and supervisory consultants), the council concluded that the construction works were aligned with approved design plans. Since outstanding issues during construction have been resolved and clarified, the investors completed inspection the construction ready for operation.
In details, the project is ready for initial operation, together with fire safety inspection approval as a mandatory requirement. Deputy Minister then applause investors and contractors have worked tirelessly to ensure resources are well utilised to achieve planned schedule. He also urged all stakeholders to finalize legal documentation in compliance with construction quality management laws to get in final phase approval.

The city will also coordinate with relevant departments to manage traffic safety around the port during operations.

Project Overview:
The project includes two main terminals (each 375m long, 50m wide) capable of accommodating vessels up to 14,000 TEU (100,000–160,000 DWT), with an annual capacity of 1.1 million TEU. Additional facilities include:
- A barge terminal (150m long, 40m wide).
- A service terminal (90m long).
- Internal port roads covering approximately 8.16 hectares for the first phase.
