On October 9, 2019, Deputy Prime Minister Trinh Dinh Dung signed the Decision No 1323/QĐ-TTg to approve the Investment Policy of Berth No 3 and 4 - Hai Phong International Gateway Port of the Port of Hai Phong.
According to the approved investment proposal, the project includes the Berth No 3 and 4 with 750-meter quay length in total, capable of accommodating DWT 100,000 vessels fully loaded and higher tonnage ones partially loaded and 01 berth for barges with capacity of 100 to 160 Teus. It is designed to handle 1.1 million Teus per year. Total investment is roughly 6,946 billion Vietnam Dongs.
The construction work is set to begin in 2020 and the completion is planned to be in 2025, with an expected in-service date of 2022 for the Berth No 3.
The Committee for State Capital Management is tasked by The Prime Minister to instruct Vietnam National Shipping Lines and Port of Hai Phong to execute the project in compliance with the law, ensuring time frame and the efficiency of State capital usage at the enterprise.
As far as the Port of Hai Phong is concerned, the Port shall be responsible for conducting and evaluating the Feasibility Study and Environmental Impact Assessment Report and manage the project in line with the existing regulations. At the same time, Port of Hai Phong shall take the responsibility of strictly working with concerned parties during the port operation and management, ensuring economic growth to go along with national defense and security and promoting the efficiency of a deep sea port and its competitiveness with other seaports in the region and the world.
The investment of the Port of Hai Phong in Lach Huyen area has a great significance in fulfilling the target of the Port to develop towards the ocean; promoting the Port’s tradition and prospect, and it has a very special meaning to be approved at the time of an upcoming 90 year ceremony of the tradition of the Port’s Communist Party and workforce (24/11/1929-24/11/2019).
The Port’s project in Lach Huyen area is also aimed at realizing the Resolution of the 8th plenum of the 12th Vietnam Communist Party Central Committee on The strategy for the sustainable development of Vietnam maritime economy by 2030, with a vision to 2045 (Resolution 36-NQ/TW dated October 22, 2018) and Resolution 45-NQ/TW dated January 24, 2019 of the Political Bureau on the building and development of Hai Phong city by 2030, with a vision to 2045.
