President Luong Cuong Attends the Inauguration Ceremony of Lach Huyen International Container Terminals No. 3 and 4 – Hai Phong Port

On the afternoon of May 13, at the Lach Huyen port area, in celebration of the 70th anniversary of Hai Phong’s Liberation Day (May 13, 1955 – May 13, 2025) and the 30th anniversary of the establishment of Vietnam Maritime Corporation (April 29, 1995 – April 29, 2025), the Hai Phong City People's Committee, Vietnam Maritime Corporation, and Hai Phong Port Joint Stock Company solemnly held the inauguration ceremony of Lach Huyen International Container Terminals No. 3 and 4 – Hai Phong Port.

Attending the event, from the central level were: Comrade Luong Cuong, Politburo Member, President of the Socialist Republic of Vietnam; Comrade Vu Hong Thanh, Member of the Party Central Committee, Vice Chairman of the National Assembly; Comrade Mai Van Chinh, Member of the Party Central Committee, Deputy Prime Minister; Comrade Tran Hong Minh, Member of the Party Central Committee, Minister of Construction; Comrade Le Khanh Hai, Member of the Party Central Committee, Chief of the Presidential Office; Comrade Nguyen Hoang Anh, Member of the Party Central Committee, Deputy Head of the Central Commission for Policy and Strategy; Senior Lieutenant General Vu Hai San, Member of the Party Central Committee, Deputy Minister of National Defense; leaders of Ministries, Central Committees, central agencies, and the Central Committee of the Vietnam Veterans Association. Also present were former and current leaders of ministries, agencies, and central bodies; leaders of the provinces and cities of Hai Duong, Quang Ninh, Da Nang, and Quang Ngai; representatives of corporations and business partners.

From Hai Phong City were: Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of Hai Phong National Assembly Delegation; Comrade Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Comrade Do Manh Hien, Standing Deputy Secretary of the City Party Committee; Comrade Pham Van Lap, Member of the Standing Committee, Chairman of the City People's Council; other members of the Standing Committee of the City Party Committee, leaders of the City People's Council, People's Committee, departments, branches, and localities. From Vietnam Maritime Corporation: Comrade Nguyen Canh Tinh, Deputy Secretary of the Party Committee, Member of the Board of Directors, and General Director; members of the Standing Committee, Board of Directors, Executive Board, Trade Union, and professional departments. Notably, there was a presence of domestic and international partners and clients; former port leaders; and a large number of Hai Phong Port officials and workers, along with units participating in the project.

The project to construct container terminals No. 3 and 4, part of Hai Phong International Port at Lach Huyen, was approved by the Prime Minister under Decision No. 1323/QĐ-TTg. This is a key project of great significance not only for Vietnam Maritime Corporation and Hai Phong Port but also for the socio-economic development of Hai Phong City and the Northern Key Economic Region. The project marks a significant advancement of Hai Phong Port on its journey to the open seas—realizing the aspiration for development and global integration fostered by generations of port leaders and workers throughout history.

The project features a total berth length of 750 meters and a depth of -16 meters, capable of accommodating mainline vessels of 165,000 DWT (14,000 TEUs) and partially loaded vessels of up to 200,000 DWT. Additionally, there is a 250-meter barge berth for ships of up to 3,000 DWT (160 TEUs) and a system of advanced cargo-handling equipment. Especially, Terminals No. 3 and 4 are developed and operated under the "Green Port – Smart Port" model, applying modern technology and automation to meet environmental standards, save energy, and ensure sustainable development in line with global maritime trends.

Once fully operational, the two new terminals will increase Hai Phong Port’s handling capacity by an additional 1.35 to 1.5 million TEUs per year, meeting the growing demand for import-export cargo through the region. They will also promote logistics services, reduce transport costs, and enhance the competitiveness of Vietnamese goods.

In his remarks, Comrade Pham Hong Minh expressed sincere gratitude to the Party and State leaders, central ministries and agencies, and Hai Phong City authorities for their support and guidance throughout the project. He also acknowledged the tight collaboration, responsibility, and efforts of all units involved, which contributed significantly to the project’s timely completion.

"This project affirms the position, capacity, and aspiration of Hai Phong Port to rise and reach out to the open seas, worthy of its more than 150-year legacy alongside the development of the City and the Nation,” emphasized Comrade Pham Hong Minh.

Also speaking at the ceremony, Mr. Benoit de Quillacq, General Director of MSC Vietnam – part of the world’s largest shipping group MSC – shared: “We believe in Hai Phong City's strong development potential and have chosen Hai Phong Port as a strategic partner in MSC’s global transport chain. The strategic joint venture between Terminal Investment Limited (TIL) – MSC and Hai Phong Port to operate Terminals No. 3 and 4 at Lach Huyen reaffirms the effective and sustainable cooperation between both parties.”

In his address at the inauguration, on behalf of the city leadership, Standing Vice Chairman of the Hai Phong People's Committee, Mr. Le Anh Quan, praised the efforts of Vietnam Maritime Corporation and Hai Phong Port JSC in investing in multiple maritime and seaport projects in Hai Phong—particularly the completion and commissioning of Terminals No. 3 and 4 at Lach Huyen.

He emphasized that this event holds significant meaning for Hai Phong Port, Vietnam Maritime Corporation, and the development of Hai Phong City. Mr. Quan reaffirmed the city's commitment to always accompany and support investors in constructing, operating, and utilizing the remaining terminals at Lach Huyen and Nam Do Son ports, as well as investing in high-tech industrial zones, modern seaport services, and logistics aligned with green growth and circular economy models for sustainable development.

He also expressed his hope for continued attention and support from the Party Central Committee, the Government, and central ministries in investing in infrastructure, especially maritime and seaport infrastructure in Lach Huyen and Nam Do Son areas, following Resolution No. 45 (dated January 24, 2019) and Conclusion No. 96 (dated September 30, 2024) of the Politburo.

On this occasion, President Luong Cuong presented gifts to encourage and acknowledge the efforts of Hai Phong Port's staff and workers. Prime Minister Pham Minh Chinh also sent a congratulatory flower arrangement for the inauguration.

Terminals No. 3 and 4 at the Lach Huyen Port Area are capable of receiving fully loaded vessels of up to 100,000 DWT and partially loaded vessels of up to 200,000 DWT, with an expected annual cargo throughput of approximately 1.5 million TEUs.
